The University is a public entity, which associates its training, research and service provision work with the social construction of the territory. The University accompanies the events and changes that occur in society through management, training, research and services. It accompanies influences and learns from this social construction and becomes the decisive factor in the selection of academic options.

The university will accompany the community in the social construction of the territory and in the sustainable, social, inclusive, democratic, participative and solidary economic development of the Province and in the strengthening of the primordial values, the realization of the individual in freedom, respect for ideological, cultural, creed and religious diversity, political pluralism, solidary participation, ethical behavior, equality of opportunities without any discrimination and transparency and equity in the acts.
